In 2013, the Department of Children and Youth Affairs launched a large-scale call for proposals for funding for Area Based Responses to Child Poverty. The Tolka Area Partnership led a consortium in a bid to introduce a community-based, multi-disciplinary approach to combating early school leaving in Cabra. Barncat was commissioned to write the grant application, in close co-operation with the consortium team.
